A Regular Board Meeting of the Town of St. Armand was held on the above date at the Town Hall, Bloomingdale, NY.
BOARD MEMBERS PRESENT:
Town Supervisor Charles Whitson , Jr., Deputy Supervisor Donald Amell, Councilperson Jennifer Fuller, Councilperson D. Joseph Bates, Councilperson Dean Montroy
A quorum of the Board was in attendance.
TOWN EMPLOYEES PRESENT:
Town Clerk Davina Winemiller, Water Superintendant Jeff Cotter, Code Enforcement Office Robert Hammond, Sewer Superintendent Stan Ingison

Notice was posted regarding the date of this meeting.
Supervisor Whitson called the Meeting to order at 6:33 p.m.
Supervisor Whitson led the Pledge of Allegiance.
HIGHWAY DEPARTMENT MONTHLY REPORT
Highway Superintendent Roger Oliver was excused due to illness
WATER DEPARTMENT MONTHLY REPORT
Water Superintendant Jeff Cotter gave a written report to the Board. This report will be kept on file in the Office of the Town Clerk and is available to any interested party for review. Discussion ensued regarding the report.
SEWER DEPARTMENT MONTHLY REPORT
Sewer Superintendent Stan Ingison provided a written report for the Board. This report will be kept on file in the Office of the Town Clerk and is available to any interested party for review. Discussion ensued regarding the report.
FIRE ALARM SYSTEM AT THE WASTE WATER TREATMENT PLANT AND RIVER ROAD PUMP STATION
Discussion ensued regarding the different Alarm Systems that are available for the WWTP and RRPS. Councilperson Fuller made a motion to purchase the $950.00 annual plan, seconded by Councilperson Bates. All approved. Motion carried.
CODE ENFORCEMENT OFFICER'S REPORT
CEO Robert Hammond gave the Board his written report. This report will be kept on file in the Office of the Town Clerk and is available to any interested party for review. CEO Hammond led the discussion regarding updating the Fee Schedule regarding Code Enforcement Activities. Discussion ensued and minor changes were made. It was decided that further review of the proposed Local Law for COE Activities would take place at the next Regular Board Meeting on May 10th, 2016.
MOTION TO PAY MONTHLY BILLS
Councilperson Fuller made a motion to pay this month’s bills; the motion was seconded by Deputy Supervisor Donald Amell. All agreed. Motion carried.
MONTHLY REPORT FROM THE SUPERVISOR
Supervisor Whitson informed the Board that the Supervisor Report for February and March was given to them for review. This report will be kept on file in the Office of the Town Clerk and is available to any interested party. Councilperson Bates made a motion to accept the Supervisor’s Report’s for February and March, seconded by Councilperson Montroy. All approved. Motion carried.
REVIEW AND APPROVAL OF PREVIOUS MINUTES
Deputy Supervisor Amell made the motion to approve the minuets of Regular Board Meeting March 8, 2016 and Special Board Meeting March 29, 2016. Motion seconded by Councilperson Bates. All approved. Motion carried.
TOWN CLERK MONTHLY REPORT
Town Clerk Davina Winemiller read the Clerk’s report. This report is kept on file in the Office of the Town Clerk and is available for review by any interested party.
WATER & SEWER BILLING MONTHLY REPORT
Water & Sewer Clerk Davina Winemiller read the Water & Sewer Receivables Report. This report is kept on file in the Office of the Town Clerk and is available for review by any interested party.
NEW BUSINESS
WEBSITE
Deputy Supervisor Amell asked Town Clerk Winemiller to put the current Building Permit Application back onto the website as it may take several months to update the documents. Discussion ensued. It was decided that Clerk Winemiller would repost the information in read-only format.
BOARD OF ASSESSMENT REVIEW STIPEND
Supervisor Whitson asked the Board about paying the members of the Board of Assessment Review, as St. Armand is the only Town in Essex County that has a volunteer BAR. Discussion ensued. It was decided that Supervisor Whitson would speak to each of the BAR members and ask their input.
OLD BUSINESS
BOB SWEET PROPERTY
Discussion ensued regarding the demolished trailer located on Bob Sweet’s property on Vine Street. It was decided that the debris is causing a Public Nuisance, and the Board agreed to have CEO Hammond begin proceedings as such.
WATER TRUCK FOR HIGHWAY DEPARTMENT
Sandy Hayes had several questions for the Board regarding the potential purchase of a water truck for the Highway Department. Mr. Hayes was concerned that the truck was being purchased too quickly, without enough information. Mr. Hayes asked what was wrong with the current water truck, how much it would cost to repair, why this was not brought forward at budget time, and other options regarding the use of the truck, including utilizing the fire department trucks and the plastic water tank instead of quickly purchasing a $60,000.00 truck without further thought. Discussion ensued. It was decided that Supervisor Whitson would speak to Highway Superintendent Oliver regarding the issues above.
RUGBY LAWSUIT AND ASSESSMENT LAWSUIT
Supervisor Whitson informed the Board that the Town had been given a check for $500.00 from the Rugby Association. Supervisor Whitson had spoken to Town Attorney Matt Norfolk, and it was determined that the donation should be returned to the Rugby Association, as the current lawsuit regarding Rugby was still open. Supervisor Whitson informed the Board that the first court date for the Rugby Lawsuit and the Davis Assessment Lawsuit is on May 5, 2016, in the Essex County Courthouse in Elizabethtown.
MOTION TO ADJOURN
Councilperson Bates made the motion to adjourn the Regular Board Meeting at 8:45 pm, seconded by Councilperson Montroy. All approved. Motion carried.
