Special Board Meeting Thursday, July 29, 2021 5:30 PM
These Meeting Minutes were approved by the Town Board on August 10, 2021.
A Special Board Meeting of the Town of St. Armand was held on the above date and time at the Town Hall, 1702 NYS Route 3, Bloomingdale, NY. This meeting was also offered as a webinar meeting and advertised in the Adirondack Daily Enterprise. The topic of the Special Board Meeting was to open the bids received for the Town Highway Garage surplus treated salt.
BOARD MEMBERS PRESENT:
Town Supervisor Davina Winemiller, Councilperson Donald Amell, and Councilperson Jennifer Fuller.
A quorum of the Board was in attendance.
TOWN EMPLOYEES PRESENT:
Town Clerk Barbara Darrah.
EXCUSED:
Deputy Supervisor D. Joseph Bates and Councilperson Karl Law were excused from the meeting.
GUESTS:
There were no guests in attendance.
Public Notice was published in the Adirondack Daily Enterprise regarding the date and time of this meeting, and posted on the Town of St. Armand’s website and Facebook page.
Supervisor Winemiller called the meeting to order at 5:30 p.m. and asked everyone to stand and join in the Pledge of Allegiance. Winemiller then asked Town Clerk Barbara Darrah to read the Public Hearing Notice.
PUBLIC HEARING NOTICE
Notice is hereby given that the Town Board of the Town of St. Armand, Essex County, New York will conduct a SPECIAL BOARD MEETING on Thursday, July 29, 2021 at 5:30 P.M. at the Town of St. Armand Town Hall, 1702 NYS Route 3, Bloomingdale, NY 12913, for the purpose of opening and reading aloud all sealed bids received for the Town’s Highway Garage Surplus Treated Salt (343 Tons). The public is invited to attend and all parties interested therein may be heard in favor or against any items contained therein. OPENING OF BIDS
Supervisor Winemiller then asked Town Clerk Barbara Darrah if the Town received any bids. Darrah stated the Town did receive one bid for the surplus treated salt. Winemiller asked Darrah to open the bid and read the contents. Darrah announced the bid was received from Trudeau Sand and Gravel, Inc., and their proposal was to purchase 200 tons of surplus treated salt for highway use at $80.00 per ton. In addition, the salt was to be delivered to Trudeau’s and could only be received in limited tonnage at a time.
Supervisor Winemiller asked the Board if they were in agreement with Trudeau’s bid. The Board agreed with the bid. Winemiller stated a formal Resolution would be presented at the Regular Board meeting on August 10, 2021.

Supervisor Winemiller asked if anyone had any questions or comments. There were none.
OPENING OF BIDS
Councilperson Jennifer Fuller made a Motion to adjourn the Special Board Meeting. The Motion was seconded by Councilperson Donald Amell. The Special Board Meeting adjourned at 5:34 pm.
