Town of St Armands Board Meetings

March 13, 2013

A Special Board meeting of the Town Board of St. Armand was held on the above date at the Town Hall, Bloomingdale, NY.


Town Supervisor Charles Whitson, Jr., Deputy Supervisor Samuel A. Grimone, Councilperson Donald Amell, Councilperson Jennifer Fuller, Town Clerk Davina Thurston, Supervisor's Clerk Connie Willette

Town Supervisor Charles Whitson, Jr. called the special board meeting to order at 6:35 p.m.

Town Supervisor Whitson led the Pledge of Allegiance.


Gabriel "Bucky" Willette spoke on behalf of himself and his wife, Connie Willette. Bucky stated that their property is located at the bottom of "AMA Hill" and the storm run-off is a concern for them. Bucky noted that AMA has been good in the past about making repairs and working with the Willette's to ensure that damage to their home is averted. Bucky asked who would be responsible for the storm run-off if more residences were built above their property. Attorney Kissel assured Bucky that AMA is concerned about this issue, and they would be willing to work with them and local permitting agencies to ensure that damage to the Willette home does not occur. Bucky stated that he and Connie had spoken at length, and they are in favor of the annexation, but would like assurance that property damage does not occur. After further discussion, it was agreed that Supervisor Whitson, Bucky and AMA engineer Brett Clark would get together and view the site and discuss options to deal with the water issues.

Supervisor Whitson stated that a formal Board vote would take place at the next Regular Board Meeting on April 9, 2013, but at this time wanted to get the Board member's opinions on the annexation. Discussion ensued. Board Members Grimone, Amell and Fuller all spoke in favor of the annexation. Sandy Hayes stated that he was in favor of the annexation as well.

Deputy Supervisor Grimone made a motion to adjourn the meeting, Councilperson Amell seconded the motion. All agreed. Motion carried. Meeting adjourned at 7:01 p.m.
