A Regular Board Meeting of the Town of St. Armand was held on the above date at the Town Hall, Bloomingdale, NY.


Town Supervisor Charles Whitson, Jr., Deputy Supervisor Donald Amell, Councilperson Jennifer Fuller, Councilperson D. Joseph Bates, Councilperson Dean Montroy.


Water Superintendant Jeff Cotter, Wastewater Superintendant Stan Ingison, Code Enforcement Officer Robert Hammond, Town Clerk Barbara Darrah.


Thomas Burman, Diane Burman, and Sandy Hayes.

Notice was posted regarding the date of this meeting.

Supervisor Whitson called the meeting to order at 6:30 p.m.

Guest Thomas Burman led the Pledge of Allegiance.

RESOLUTION 32 of 2016 - Adoption of the Town Budget for 2017

Deputy Supervisor Donald Amell, who moved its adoption, offered the following resolution:

WHEREAS, A Resolution of the Town Board of the Town of St. Armand, authorizing the adoption of the 2017 Town Budget with a tax levy of all funds and districts in the amount of $767,171.00.

This Resolution was duly seconded by Councilperson D. Joseph Bates and adopted by roll call vote as follows:

Highway Superintendent Roger Oliver was excused from the meeting. The only item to report was the paving of the Oregon Plains Road had begun and was near completion at the time of this meeting.


Water Superintendant Jeff Cotter presented the following written report to the Board:

Town of St. Armand Water Report for 11/10/16 Board Meeting

    1. John Heverly's Reader Problem resolved - On 10/12/16, I provided John Heverly of St. Regis Ave. a new signal wire to try for his reader that would not function. He installed the new wire and his reader now functions properly.

    2. Took Follow Up Meter Readings - On 10/13/16 I took follow up meter readings at Barb's request at 47 Poplar and 773 St. Regis Ave. Both readers were not recording. I advised both home owners that they had problems with their meters and that they needed to have their meters repaired.

    3. Reprogrammed Several Readers - On 10/17/16, I reprogrammed readers at the Youth Center, the Cassavaugh residence and 18 Union St., per Barbs request.

    4. Residence Water Line Break - On 10/18/16, I received a call that a water line had broken under the trailer of a residence at 34 Andrew Way. I responded and found that the curb stop would not work. I crawled under the trailer and was able to shut the water off using vise grips. The owner then repaired his broken line and the water was turned back on.

    5. Reader Issues Reported - On 10/19/16, I responded to two requests by Barb to check readers at 3 Academy Way and 56 Mathew way. 3 Academy had a new tenant and 56 Mathew had a very low reading of 800 Gallons for the quarter. The owner at 56 Mathew Way claims that his meter was broken, however he had "fixed it".

    6. Test Ran Both Generators - No problems.

    7. More Meter Readings - On 10/24/16, I read the reader at 27 Matthew Way for a new tenant per Barb’s request.

    8. Monthly Coliform Samples Sent to Lab - On 10/25/16, I sent in three routine coliform samples to Life Science Lab. They were taken from well #5, the Youth Center and the Town Hall.

    9. Wet Tap on Maple St. - On 10/27/16, I installed a wet tap and Corporation Stop on the water main at the end of Maple St. for a job that was contracted out to Trudeau's. The charge for my service was $250 and the contractor was going to send a check for that amount to the town.

    10. ISO Interview - On 10/28/16, I answered questions about our water system in a phone interview with Russ Kraven of ISO. These questions were for insurance purposes.

    11. Possible Residence Water Shutoff - On 11/3/16, I located the curb stop at 788 St. Regis Ave for a possible future shutoff.


Wastewater Superintendent Stan Ingison gave the following report:

Town of St. Armand Wastewater Summary Report for the November 2016 Meeting

    1) The grit system continued to act up and alarm so I have worked with Andy remotely several times and on site a couple of times to get it working properly. Several times last month he thought he had the issues fixed but it would alarm again. It alarmed again on Saturday morning for the same reasons so we continue to work on it.

    2) After going through thinks related to the fire department call it does look like Joe Watson of Core Climate Systems working on installing the battery backup unit was what triggered the alarm but it wasn’t his fault. It was just the activity in the SCADA system that triggered it because there wasn’t a backup phone line for the system. Adding a phone line and fixing the programing should solve the problem.

    3) The blower room ventilators continue to trip out about once a month but I can get them reset and re-started within a day. I am trying to search down what the problem is that is causing it to happen but no one so far could help.

    4) AES is working on the punch list items left to be done. I researched the PTB crane unit and did manage to get it reconfigured and working. Andy did make several corrections, improvements and additions to the SCADA board in the PTB and the main plant. The unusable valve boxes at the main plant where put into usable working order. We did get replacement filters for the blower air intake line. Fixing the drainage issues in the polymer feed manhole area along with getting the polymer feed unit issues up to date has been added into the disinfection system job work to be done under that funding if there is enough money.

    5) I am still working toward getting the East Main street sewer main opened up and cleaned out; hopefully with help from Saranac Lake but we may wait for spring as there may be road damage from the work.

    6) The algae and solids situation continues to be good, there remains more plant cover on the lagoon but the algae and bug numbers are basically gone for now but could be back in the spring.

    7) The computer has continued to operate but right on the edge and some programs have stopped for lack of space a couple of times. We do need to get a new unit in and operating as soon as possible as we are now working under the DEC netDMR reporting system.

    8) Luck Brother’s is still working on closing out the St. Regis St. sewer main pipe and man hole installation job with edge work and storm drain work still to be done. The Pump House lift station parts have been coming in and the solar panel project installation work is now underway.

    9) As I mentioned above the net-DMR reporting system work has been completed and we are set to begin using it for the November reports.

    10) I have been working on getting the I & M plan work done while we still have warmer weather. I am doing the man hole and pump station inspections that are on the list for this year.

    11) We are still working on closing out warranty items. I haven’t seen or heard of Riznick setting up to do the reed bed sealing work yet and the weather is probably closing out on getting it done this year

    12) The wastewater plant sump pump is not working correctly and the company is coming Wednesday to see if it is warrantee issue.

o Project progressing well. CO is targeted to be issued this week.

o Foundation System completed.
o Framing mostly completed. Met with Owner and Contractor due to concerns with Braced Wall Line and sizing of Overhead Door Headers after 4 foot overhang and balcony were added post Permit.

o Order to Remedy was responded to in a timely manner.
o Certificate of Electrical Inspection submitted.
o Will schedule meeting to discuss possibility of Temporary CO.

• 16-SA-018: David Kaiser, 139 River Road, - New APA Hunting/Fishing Cabin
o Foundation is in place.
o Masonry stem-wall in progress.

• 16-SA-020: Ed & Nancy Anthos (White Pine Cabin), 16 Maple St. – New Dwelling
o Foundation work started and completed.
o Septic permit issued, system installed.

• 16-SA-030: Susan Moody/Apex Solar Power, 8 Roosevelt Lane – Solar Panel installation.
o Certificate of Operation issued.

• 16-SA-034: Matt and Joy Kasson, 1225 NYS Rte.3 – New Enclosed Deck Project
o Certificate of Workers’ Compensation secured – Stop Work Order was lifted.
o Addressing issues that started before permit.

• 16-SA-035: Bettijane Forrester, 23 James Way – Roof Replacement and New Covered Deck Project

o Application completed, Building Permit issued.

o Building Permit issued for re-roofing.

• 16-SA-040: Eric Wilson, 31 George Downs Lane – Chimney Lining
o Building Permit.

• General Administrative:
o 29 Saranac Lane: Concerns with drainage way filled on adjacent property and the Town had approved his septic system on neighboring property.
o Call regarding LC Camp, LLC. Stated no open permit, legal question need to be addressed to the Office of the Town Supervisor.
o Complaint made on abandoned mobile home and unregistered vehicles on Moose Pond Road.


Councilperson D. Joseph Bates made the motion to approve payment of this month’s bills; the motion was seconded by Councilperson Jennifer Fuller. All approved. Motion carried.


Supervisor Whitson stated the monthly Supervisor’s report was pending and when final copy prepared, it will be presented to the Board for approval. Once approved, a copy will be kept on file in the Office of the Town Clerk and is available to any interested party.


Councilperson Dean Montroy made the motion to approve the Meeting Minutes of the October 11, 2016 Regular Board Meeting and the Special Meeting Minutes of the three Budget Work Sessions: October 5, October 12, and October 26, 2016. Motion seconded by Councilperson D. Joseph Bates. All approved. Motion carried.


Town Clerk Barbara Darrah gave the following report for the month of October 2016:

Spayed/Neutered Dog Licenses: 7 for $49.00
Unspayed/Unneutered Dog Licenses: 3 for $42.00
Certified Death Certificates (10 copies) $100.00


Water & Sewer Clerk Barbara Darrah gave the Water & Sewer Receivables Report of $52,192.79 balance due for all accounts.


The matter of a “clean air rebate” for the purchase or lease of new vehicles for towns was discussed. It was mentioned that the Town of Harrietstown recently took advantage of this rebate to lease a new truck. More information will be forthcoming.


There were no updates or changes in old business. Supervisor Whitson asked those present if there were any other questions or concerns. There were none.


Councilperson D. Joseph Bates made a motion to adjourn, seconded by Councilperson Dean Montroy. All approved. Motion carried. The meeting was adjourned at 7:41 pm.
