These Public Hearing and Special Board Meeting Minutes were approved on December 11, 2018.

A second Public Hearing on the 2019 Town Budget for the Town of St. Armand was held on the above date and time.


Town Supervisor Dean Montroy, Councilperson D. Joseph Bates, Councilperson Donald Amell, and Councilperson Samuel Grimone.
A quorum of the Board was in attendance.


Town Clerk Barbara Darrah.


Deputy Supervisor Jennifer Fuller and Accountant Tina Moody.


Sandy Hayes, Karl Law, and Warrene McCarthy, all from the community.

Notice was posted regarding this meeting in the Adirondack Daily Enterprise, Bloomingdale Post Office, Bloomindale Fire Department marquis, and the Town Board's outdoor bulletin board.

Supervisor Montroy opened the Public Hearing on the 2019 Budget with the Pledge of Allegiance.

Dean went over the points raised at the last Public Hearing held on November 8, 2018. The amounts in the Snow Removal account were originally coded incorrectly according to the NYS Comptroller’s Audit, therefore the corrections made to that account skewed the information from the 2017 actual, which affected the figures in the 2018 Budget. The amount budgeted for the Cemetery was a three-year plan, with 2017 using the most money, and 2018 showing very little ($162) used out of that account. It was determined only $2500 would be needed for one more wall repair. The Cemetery budget was reduced from $9,000 down to $2500. The total appropriations indicate the tax rate went down .18 cents per $1,000.


Dean asked the Board if they had any questions:

Samuel Grimone: Questioned the balances in the contingency funds and felt we should be pulling forth a lot more from previous years’ balances to be more prepared. He feared the emergency funds were going to disappear if we don’t carry over more.

Dean explained that he believed the balance carry-overs could only be a certain percentage from year to year and we could not “build up” over that percentage.

Dean opened the budget discussion to the floor.

Sandy Hayes:

1) Can you explain why the summary of all funds are up 10.1% and expenses are down 51.2% and the proposed tax rate is down 18 cents per $1,00 of assess valuation?
2) I question the salaries for Barbara, Tina, Donna and Jeff. It appears that even at $15.00 per hour, they were working more hours than their salaries computed. Jeff said he was satisfied with his salary and Barb said she felt the Board was listening and working toward a fair salary.
3) Regarding the Youth programs – What do they plan to do with the bleachers and equipment for $10,250?
4) Account A2402 – There will be no rental income ($2,400) for the nutrition site in 2019. Shouldn’t that come out?
5) The Highway Department – DA5130.2 – Year to Date says $29,830, and the preliminary budget is $239,596. That’s a 192.2% increase. Why?
6) The Sewer District fund – SS8130.2 is up 356% and SS8130.4 is up 154.1%. Why?

Dean stated the auditors pointed out the accounts that were being coded improperly for many years and Tina has worked diligently in working with those accounts and adjusting the errors throughout 2017 and 2018 to bring them to where they should be. He did not feel comfortable answering some of the questions because he didn’t fully understand the reasoning and changes. He asked Sandy if he (Dean) could arrange for Sandy and Tina to meet in the Supervisor’s office to go over these questions and get more definitive answers. Sandy agreed he was willing to do that.

Warrene McCarthy commented that it seemed to take a long time for the Budget to be passed this year and the Accountant should have been in attendance.

Dean asked if there were any other questions? There were none.

The Board agreed that the budget needed to be passed this evening and Sandy’s questions could be addressed during a meeting with Tina Moody, Accountant.


Dean asked for a motion to adjourn the Public Hearing. Samuel Grimone made the Motion to Adjourn the Public Hearing and D. Joseph Bates seconded the motion. All in favor. The Public Hearing ended at 6:35 pm.

Supervisor Dean Montroy called the Special Board Meeting to order on November 19, 2018 at 6:45 pm.


Councilperson Samuel Grimone, who moved its adoption, offered the following Resolution:

WHEREAS A Resolution of the Town Board of the Town of St. Armand, authorizing the adoption of the 2019 Town Budget with a tax levy of all funds and districts in the amount of $831,602.00.

THIS RESOLUTION was duly seconded by Councilperson Donald Amell, and adopted by Roll Call Vote as follows:

Dean Montroy asked for a motion to adjourn the Special Meeting. Councilperson Samuel Grimone made the motion to adjourn the Special Meeting and Councilperson Donald Amell seconded the motion. The Special Board Meeting adjourned at 6:55 pm.
