meeting.
Town Supervisor Charles Whitson, Jr. called the board meeting to order at 6:31 p.m.
Supervisor Whitson led the Pledge of Allegiance.
MOTION TO PAY MONTHLY BILLS
Councilperson Dakin made a motion to pay the bills, seconded by Councilperson Amell. All approved.
Motion carried.
REVIEW AND APPROVAL OF MINUTES
Supervisor Whitson asked for a motion to approve the minutes for the Regular Board Meeting on August 13, 2013 and the Zoning Committee Meeting on August 20, 2013. Councilperson Amell made the motion, seconded by Councilperson Dakin. All approved. Motion carried.
SUPERVISOR'S MONTLY REPORT
Supervisor Whitson gave the Board his monthly financial report. This report is kept on file and can be viewed at the Bloomingdale Town Hall, in the Town Clerk's file. Councilperson Dakin made a motion to accept the Supervisors report, Councilpersons Amell seconded the motion. All approved. Motion carried.
CODE ENFORCEMENT OFFICER'S REPORT
Code Enforcement Officer Robert Drosdowich was not able to attend the meeting. No report given.
HIGHWAY DEPARTMENT MONTHLY REPORT
Highway Superintendant Roger Oliver stated that he has received only one bid, from Trudeau Sand and Gravel, for salt for the winter. Councilperson Amell made a motion to accept Trudeau's bid, seconded by Councilperson Dakin. All approved. Motion carried.

Davina stated that Jeff Cotter was putting out door knockers to those who are in excessive arrears at this time.
SEWER DEPARTMENT MONTHLY REPORT
Sewer Superintendant Stan Ingison was unable to attend the meeting. No report given.

Water Superintendent Jeff Cotter was unable to attend the meeting as he was putting out door knockers. No report given.
REVIEW OF SEWER PROJECT
Supervisor Whitson updated the Board on the progress of the purchase of the property on River Road.

RESOLUTION 41 OF 2013 - BOND ANTICIPATION NOTE RENEWAL
BOND ANTICIPATION NOTE RENEWAL RESOLUTION DATED
THE 10TH DAY OF SEPTEMBER, 2013,
FOR THE ISSUANCE AND SALE OF A NOTE OF THE TOWN OF ST. ARMAND,
ESSEX COUNTY, NEW YORK IN ANTICIPATION OF THE SALE OF
SERIAL BONDS NOT TO EXCEED IN THE AGGREGATE
THE SUM OF $33,750 INCIDENT TO THE
PURCHASE OF A 2011 JOHN DEERE 50D COMPACT EXCAVATOR, 36 INCH DITCHING BUCKET, 2011 P.M. 22 FOOT DECK TRAILER AND ACCESSORIES
Supervisor Whitson, who moved its adoption, offered the following resolution.
WHEREAS, the Town Board of the Town of St. Armand, Essex County, New York did on the 6th day of September, 2011 duly adopt a Resolution authorizing the issuance and sale of serial bonds of the Town of St. Armand in an amount not to exceed in the aggregate the sum of $67,500 for the purchase of a 2011 John Deere 50D Compact Excavator, 36 Inch Ditching Bucket, 2011 P.O. 22 Foot Deck Trailer and Accessories; and
WHEREAS, on the 6th day of September, 2011, the Town Board of the Town of St. Armand, Essex County, New York, duly adopted a Bond Anticipation Note Resolution for the issuance and sale of a note for the Town of St. Armand, Essex County, New York, in anticipation of the sale of serial bonds not to exceed in the aggregate the sum of $67,500 incident to the purchase of a 2011 John Deere 50D Compact Excavator, 36 inch ditching bucket, 2011 P.M. 22 foot deck trailer and accessories; and
WHEREAS, and pursuant thereto, the Town Board of the Town of St. Armand, Essex County, New York, did issue and sell a Bond Anticipation Note to NBT Bank, N.A. of Norwich, New York, in the principle sum of $67,500 which said Note upon its terms would be due on the 7th day of September, 2012 together with interest thereon at the rate of 2.03% per annum at maturity;
WHEREAS, the Town of St. Armand did reduce the principle amount of said obligation in the sum of $16,875 from funds or sources other than those from the sale of said Serial Bonds or any Note in anticipation of the issuance or sale thereof, leaving a principle amount due on the obligation in the sum of $50,625 on the 12th day of September, 2012; and
WHEREAS, the Town of St. Armand will reduce the principle amount of said obligation in the sum of $16,875 from funds or sources other than those from the sale of said Serial Bonds or any Note in anticipation of the issuance or sale thereof, leaving a principle amount due on the obligation in the sum of $33,750 on the 12th day of September, 2013; and
WHERAS, the Town of St. Armand now desires to renew said Bond Anticipation Note in the sum of $33,750 in anticipation of the issuance and sale of said Bonds; and
NOW, THEREFORE, BE IT RESOLVED, by the Town Board of the Town of St. Armand, Essex County, New York, on this 10th day of September, 2013, as follows:
Section 1. That the Town of St. Armand shall pay $16,875.00 together with interest on the existing $50,625.00 together with interest, leaving the balance in the amount of $33,750.00 to be renewed. A Bond Anticipation Note in an amount not to exceed $33,750.00 shall be issued by the Town of St. Armand, Essex County, New York in anticipation of the issuance and sale of Serial Bonds of said Town heretofore authorized by said Resolution adopted by the Town of St. Armand Town Board on the 6th day of September, 2011, entitled ASERIAL BOND RESOLUTION, TOWN OF ST. ARMAND, ESSEX COUNTY, NEW YORK, RELATIVE TO THE PURCHASE OF A 2011 JOHN DEERE 50D COMPACT EXCAVATOR, 36 INCH TILT DITCHING BUCKET, 2011 P.J. 22 FOOT DECK TRAILER AND ACCESSORIES" authorizing the issuance and sale of serial bonds of the Town of St. Armand, Essex County, New York, in a sum not to exceed in the aggregate, the sum of $67,500 for the purchase of a new 2011 John Deere 50D Compact Excavator, 36 inch tilt ditching bucket, 2011 P.J. 22 foot deck trailer and Accessories; and
Section 2. That said note shall be dated the 12th day of September, 2013, or at such later date as the Supervisor, by her execution thereof, may determine, will bear an interest rate of no greater than 5.0% per annum payable at maturity; will be payable both as to principal and interest in lawful money of the United States of America at the office of the purchaser of said note, or at such other place as the Supervisor may determine; will be signed in the name of the Town of St. Armand by its Supervisor; and will be sealed with the seal of the Town.
Section 3. Said Bond Anticipation Note shall be such terms, form and content as may be prescribed by the Supervisor and the power to so prescribe the same is hereby delegated to the Supervisor.
Section 4. The full faith and credit of the Town of St. Armand, Essex County, New York, are hereby irrevocably pledged for the payment of the principal of and interest on said Bond Anticipation Note. Said Bond Anticipation Note shall be paid from the proceeds derived from the sale of said bonds or may be redeemed, in whole or in part, or renewed as provided by the Local Finance Law of the State of New York.
Section 5. The said Bond Anticipation Note is issued in anticipation of bonds for an assessable improvement.
Section 6. The Supervisor of the Town of St. Armand is hereby authorized to sell such Bond Anticipation Note at private sale at not less than par and accrued interest at a rate not exceeding the rate above specified and the Supervisor is authorized to deliver said Bond Anticipation Note to the purchase upon payment of the purchase price and accrued interest as above specified. The receipt of the Supervisor shall be a full acquittance of the purchaser who shall not be required to see to the application of the purchase money.
Section 7. The said Bond Anticipation Note is non-callable prior to maturity.
Section 8. That said Bond Anticipation Note will be a Aqualified tax exempt obligation pursuant to the appropriate provisions of the Internal Revenue Code as amended and said Note shall bear on the face thereof the following notation: AThis Note has been designated by the issuer as a qualified tax exempt obligation@ pursuant to the provisions of Section 265 of the Internal Revenue Code of 1986 as amended.
Section 9. This Resolution shall take effect immediately.

REVIEW OF OLD BUSINESS
1. Supervisor Whitson stated that he was waiting for bids on security cameras for the Town Hall and the Town Garage and would report to the Board next month on this issue.
2. Supervisor Whitson informed the Board that he had been in contact with area Supervisors and would report regarding cell phone issues at the Budget Meeting.
3. Town Clerk Davina Thurston informed the Board that the NYSERTA grant for the Highway Garage is going well. She has not heard back regarding the other grant funding. She is currently working on zero or low interest loan applications from Rural Development for the remainder of the Highway Garage funds. Supervisor Whitson reminded the Board that the current plans for the Highway Garage are ready for viewing. He will also ask Architect Ethan Hall about moving the building over more.
4. Supervisor Whitson informed the Board that after a comparative review of the bids received for the cemetery shed, Dean Montroy's bid was accepted. He is waiting for all materials before beginning the work. Dean is also going to be re-painting the front of the Town Hall soon.
5. Supervisor Whitson informed the Board that the term for the Assessor is set by NYS regulations.
6. Town Clerk Davina Thurston informed the Board that the second draft of the Local Planning and Use Laws is available.
QUESTIONS AND CONCERNS FROM GUESTS
David Filsinger asked about the floor of the new garage. Discussion ensued regarding this issue.
Sandy Hayes asked the Board how many more payments were on the excavator; Charlie informed him it would be paid off in 2015. Sandy asked about the cell phones, discussion ensued; the issue will be resolved during Budget negotiations. Sandy asked Roger Oliver about the paving on River Road, Roger informed Sandy that new PVC culverts have been installed and 1.9 miles of road has been paved. Next year another 1.9 miles will be paved.
MOTION TO ADJOURN
Councilperson Dakin made a motion to adjourn the meeting, Councilperson Amell seconded the motion. All agreed. Motion carried. Meeting adjourned at 6:53p.m.
